उत्तराखंड राज्य आपदा प्रबंधन प्राधिकरण और वन विभाग ने राज्य में वनाग्नि को रोकने के लिए तैयारियां प्रारंभ कर दी हैं। राष्ट्रीय आपदा प्रबंधन प्राधिकरण, गृह मंत्रालय, भारत सरकार के निर्देश पर वनों की आग पर प्रभावी तौर पर नियंत्रण पाने के लिए जनवरी में मॉक ड्रिल का आयोजन किया जाएगा।
उत्तराखंड राज्य आपदा प्रबंधन प्राधिकरण स्थित राज्य आपातकालीन परिचालन केंद्र में सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन की अध्यक्षता में मॉक ड्रिल की तैयारी को लेकर विभिन्न विभागों तथा जनपदों के साथ बैठक आयोजित की गई। उन्होंने कहा कि उत्तराखंड के जंगलों को आग से बचाने तथा वनाग्नि पर प्रभावी तौर पर नियंत्रण पाने के लिए एनडीएमए से मॉक ड्रिल कराए जाने के निर्देश प्राप्त हुए है। उन्होंने बताया कि एनडीएमए से प्राप्त निर्देशों के क्रम में राज्य के सबसे संवेदनशील सात जिलों में मॉक ड्रिल का आयोजन किया जाएगा। उन्होंने बताया कि 22 जनवरी को अल्मोड़ा, नैनीताल, चंपावत, देहरादून, टिहरी, उत्तरकाशी और पौड़ी मॉक ड्रिल होगी। इससे पहले तैयारियों को लेकर सात जनवरी को ओरिएंटेशन और कोऑर्डिनेशन बैठक तथा 20 जनवरी को टेबल टॉप एक्सरसाइज का आयोजन किया जाएगा। बैठक में उन्होंने विभिन्न रेखीय विभागों तथा संबंधित जनपदों के प्रभागीय वन अधिकारियों के साथ मॉक ड्रिल को लेकर आवश्यक दिशा-निर्देश दिए।
अपर सचिव वन विनीत कुमार ने कहा कि फारेस्ट फायर मैनेजमेंट प्लान को लेकर बैठक कर ली जाए, ताकि जल्द से जल्द स्टेट प्लान बनाया जा सके। उन्होंने कहा कि पिरूल कलेक्शन का नियमित तौर पर समीक्षा की जाए। जंगलों में पिरूल जितना कम होगा, वनाग्नि की घटनाएं उतनी ही कम होंगी। उन्होंने कहा कि पिरूल खरीद मूल्य को बढ़ाने पर भी शासन स्तर पर विचार चल रहा है। जल्द ही वृद्धि की जाएगी।
:—आईआरएस के अनुसार होगी मॉक ड्रिल:- —
सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने आईआरएस यानी इंसीडेंट रिस्पांस सिस्टम को लेकर जानकारी दी। उन्होंने बताया कि आईआरएस सिस्टम में विभिन्न विभागों और अधिकारियों के दायित्वों का स्पष्ट उल्लेख है। उन्होंने बताया कि वनाग्नि पर मॉक ड्रिल आईआरएस सिस्टम के तहत आयोजित की जाएगी।
:—-वन विभाग पूरी तरह से तैयार:—
एपीसीसीएफ निशांत वर्मा ने बताया कि उत्तराखंड में 15 फरवरी से फॉरेस्ट फायर सीजन शुरू हो जाता है। एनडीएमए ने उत्तराखंड के जंगलों में आग को गंभीरता से लेते हुए इस संबंध में पुख्ता तैयारी करने के लिए मॉक एक्सरसाइज करने के निर्देश दिए हैं। उन्होंने बताया कि वनाग्नि पर नियंत्रण के लिए वन विभाग की पुख्ता तैयारी है। उन्होंने बताया कि वन विभाग के पास संसाधानों की कमी नहीं है। फायर फायटर्स के पास भी पर्याप्त गियर हैं। उन्होंने बताया कि वनों में आग लगाने वाले असमाजिक तत्वों से सख्ती से निपटा जाएगा। उन्होंने बैठक में एनडीआरएफ की तर्ज पर एसडीआरएफ को भी फारेस्ट फायर हेतु मेंडेट प्रदान किए जाने का अनुरोध किया। उन्होंने बताया कि वन विभाग इस बार एलर्ट भेजने के लिए एप बनाया गया है।
:—समुदायों की सहभागिता जरूरी:—
अपर मुख्य कार्यकारी अधिकारी प्रशासन आनंद स्वरूप ने वनाग्नि पर प्रभावी नियंत्रण के लिए समुदायों की सहभागिता पर जोर दिया। उन्होंने कहा कि वे ही प्रथम रिस्पांडर्स होते हैं इसलिए वनाग्नि पर नियंत्रण के लिए आम जनमानस में जागरूकता बहुत जरूरी है। उन्होंने विभिन्न जिलों से वनाग्नि नियंत्रण प्लान को यूएसडीएमए के साथ भी साझा करने को कहा।
:—यूएसडीएमए से होगा मॉक अभ्यास का समन्वय:—-
अपर मुख्य कार्यकारी अधिकारी क्रियान्वयन डीआईजी राजकुमार नेगी ने बताया कि मॉक ड्रिल का पूरा कोऑर्डिनेशन यूएसडीएमए स्थित एसईओसी से किया जाएगा। उन्होंने बीते बीस सालों की वनाग्नि के मामलों के अध्ययन पर जोर दिया। उन्होंने घस्यारी योजना को भी वनाग्नि प्रबंधन में शामिल करने की संभावनाओं पर विचार करने पर जोर दिया। उन्होंने कहा कि वनाग्नि पर नियंत्रण के लिए जीआईएस मैपिंग आवश्यक है। उन्होंने बताया कि एनडीएमए की टीम में मॉक अभ्यास के लिए आएगी।
